INDOT launches Safe Zones pilot program to improve work zone safety

INDIANA — To protect the lives of motorists and construction workers across the Hoosier State, INDOT announces the official launch of Indiana Safe Zones, a five-year worksite speed control pilot program authorized by House Enrolled Act 1015 during the 2023 legislative session.

Starting Wednesday, Aug. 14, camera technology will be deployed in the current I-70 construction zone in Hancock County (MM 95-105).  Deployment will start with a pre-enforcement warning period during which no violations will be issued, but courtesy warnings will be sent. Additional worksites will be added to the program over time. By statute, INDOT may deploy cameras in up to four sites at any given time.  

“The goal of the Safe Zones program is to slow drivers down, reduce crashes, and most importantly, save lives,” said INDOT Commissioner Mike Smith. “Speed continues to be a factor in work zone crashes and changing driver behavior is crucial to making work zones safer for drivers and road workers. For everyone’s safety, I urge drivers to wear their seat belts, avoid distractions and follow the posted speed limit.”

Over the past decade, 269 people have been killed in crashes in highway worksites or in worksite backups in Indiana. In 2023 alone, 33 people were killed and more than 1,750 were injured in INDOT work zones. Four out of five people killed in work zones are either drivers or their passengers.

Here’s how Indiana Safe Zones will work:

Signs will be posted as motorists enter and exit worksites notifying them that speed limits are being monitored by an automated system. The system will monitor the speed of vehicles using speed timing devices as they pass through the work zone. When a vehicle is determined to be traveling 11 mph or more above the posted speed limit, the system will capture an image of the vehicle’s rear license plate. After the data is validated, violations will be certified and issued to the owner of the vehicle by mail. The pilot program will begin with a pre-enforcement period, during which drivers will receive courtesy notices but will not be fined. After the pre-enforcement period ends, the first violation will result in a zero-fine warning, the second in a $75 civil penalty, and every violation thereafter a penalty of $150. In accordance with the statute, collected penalties will go into the state’s General Fund.  Workers must be present at the site at the time of the event for violations to be valid.

Similar programs in other states have significantly improved work zone safety. Two years after Maryland launched its program, speeding violations in construction sites fell by more than 80% and incidence of worksite-related crashes, fatalities and injuries were at their lowest in more than 10 years. In the first year that Pennsylvania began continuously enforcing its program, it saw a more than 19% drop in worksite crashes.

Data collected by Indiana Safe Zones will be used strictly for this program, and will not be used for surveillance or other law enforcement purposes. The Indiana Department of Transportation will share annual reports throughout the five-year pilot program with members of the Indiana General Assembly and the traveling public.

Boomerang Sisterhood to hold annual gathering

MIAMI COUNTY, IN- The Boomerang Sisterhood, Miami County’s Women’s Giving Circle, has granted nearly $70,000 to charitable organizations working to improve the quality of life in our community. Organizations like the Miami County United Way, the Circus Hall of Fame, and The Nickel Plate Trail are just a few examples of the 66 grants made possible by the Boomerang Sisterhood members.

Edna A. Deardorff

Edna A. Deardorff, 74, of Peru was carried away to the arms of Jesus by His angels.  

Edna was born January 25, 1950 in Peru, Indiana to Ralph A. Biggs and Vennie L. (Goodman) Biggs.  

Edna was a homemaker who loved music, singing, and animals. She chose to live a solitary life. Edna was a mother, grandmother and great grandmother. 

She is survived by her children John Biggs of Peru, Jerry Biggs of Indianapolis, Jeff (Julia) Biggs of Peru, Leigh Anne (Mickey) Ross of Walton and her ten grandchildren and two great grandchildren. She is also survived by her sister Bishop Mary (Paul) Everding. Also nephews and nieces.  

Edna was preceded in death by her parents and her son Jackie Delp, sister Sharon Glaze and her granddaughter Machala Biggs. 

Visitation will be held from 11:00 a.m. to 1:00 p.m. on Friday, July 26, 2024 at Flowers-Leedy Funeral Home, 105 West Third Street, Peru. Funeral service follows at 1:00 p.m. with Bishop Mary Everding officiating.

Barrett Creed Brewer

Barrett Creed Brewer, born in Lexington, Kentucky August 23rd, 2023, passed away in Minneapolis, Minnesota on July 20th, 2024.

In Barrett’s short eleven months on this earth, he touched everyone’s heart who heard his almost unbelievable story. Born prematurely and delivered extremely traumatically-the odds were not in his favor that he would survive those first few days, but he did. With the support of the whole community, Morgan and Jason embarked on a new adventure as not only his loving parents, but also his care providers. Finally, after months that seemed like an eternity, just before Christmas, Bear got to come home. His medical condition did not stop him from living his time to the fullest. He traveled, went to siblings sporting events, and was loved on by everyone he met. To know him was a blessing. Barrett’s legacy lives on through the three babies that he was able to donate to and what lucky kiddos they are to have a piece of him.

Barrett is survived by his mother (Morgan Brewer), father (Jason Brewer and Lindsay Heck), siblings, Kara, Maggie, and Emrys Brewer as well as his siblings with paws. Surviving grandparents Becky and Eric McIntire, Diane Brewer, and Brian Hodson. Aunts Jade (Aaron) Cox and Jordan Brewer as well as two uncles Braylon McIntire and Kyle Brewer. Cousins Olivia, Reagan, Jolie Cox, and Brendan Brewer. In addition to blood relatives, he lovingly lives on through many adopted grandparents, aunts, uncles, cousins, and friends.

He is preceded in death by Richard Brewer (Paternal grandfather) and John Goodnight (Paternal great grandfather) as well as Linda Wright (Maternal great grandmother) and Dave Hodson (Maternal great grandfather). Baby Bear was surely welcomed into Heaven in the loving arms of great grandpa, Darrell Wright.

“To live in hearts, we leave behind is not to die.” Barrett’s memory will live on through all the lives he touched during his time with us. The utter devastation is almost unbearable, but trying to smile thinking about the blue-eyed baby that defied the odds-even if it was just for a short time. It was the privilege of our lives to know him. It is our hope everyone seeks comfort in knowing this perfect angel is in a better place.

Barrett’s celebration of life will be this Friday, July 26, 2024 from 2:00-6:00 at Whitetail Event Center, 886 North Eel River Cemetery Road, Peru. In lieu of flowers, donations may be made directly to the family or to Riley Children’s Hospital in honor of Barrett.

Laura Machelle (Correll) Bell

Laura left this earthly plane at 11:52am on July 17, 2024. Born September 20, 1982 in Wabash, IN to Curt R. and Sara M. (Purdy) Correll of Peru.

She was a Riley Hospital baby. Born with a severe congenital heart defect, her parents were told when she was 2 days old that she would never come home. That was the first of many obstacles she overcame. She went through open heart and closed heart surgeries and numerous other procedures. And didn’t let any of it define her. 

She was smart and funny. She was creative; she loved to write, draw, paint and create things.

Her unexpected passing has left behind a hole in many lives that will never be filled. 

She is survived by her parents, a sister Ann Correll of Peru, her “sister” Sarina Jamerson of Hobart, IN, grandparents LaMoine and Donna Correll of Peru, Jane Purdy of Deland, FL and her beloved fur kids Jax and Strawberry. 

She was preceded in death by her Papaw Curt Purdy.

Laura was a special person. A “force to be reckoned with.” If she loved you, she loved you completely. And she knew who loved her.

She enjoyed staying with her sister Ann and taking trips with her. She loved terrorizing her “sister” Sarina with butterflies and eating Chinese food with her.

Her favorite place to go was Bass & Bucks in Wabash, IN. To relax and soak in the healing energy of the property. 

She leaves behind some very special friends as well. People who “saw her” for the beautiful soul she was. 

There will be a Celebration of Life on Saturday, August 3, 2024 at 3pm in Star Lodge (the black building) at Bass & Bucks 4890 W. Millcreek Pike, Wabash, IN. Please join her family in celebrating her.

Richard Wayne Ennis

Richard Wayne Ennis, 83, of Marion, passed away at 12:16 pm on Monday, July 22, 2024, at Wesleyan Health Care & Rehabilitation Center. He was born in Martinsville, Indiana, on Wednesday, February 12, 1941, to Howard and Mary (Archer) Ennis. On September 14,1963, he married Mary Ann Clodfelder, who survives.

Richard graduated from Martinsville High School in 1959. Richard was a veteran of the U.S. Army from 1966-1968. He was decorated with the National Defense Service Medal, Sharpshooter Marksmanship Badge (M-14), Vietnam Service Medal, Vietnam Campaign Medal, 2 Overseas Service Bars, and Safe Drivers Badge w/Bar. Following his military service, Richard worked as a Machine Repair Journeyman for 35 years with General Motors, retiring in 1999. He was a member of Maple Run Friends Church. Richard was a member of the Masonic Lodge, Scottish Rite, and American Legion. He enjoyed collecting antique cars, trucks, and tractors. Richard had been a member and past officer of the Tri State Gas Engine and Tractor Association. More than anything, Richard enjoyed spending time with his family, especially having dinners on holidays.

In addition to his loving wife of 60 years, Mary Ann, Richard is survived by his daughters, Rachann Ennis (Timothy) Mayer of Mount Airy, MD and Roxann (Jon) Clark of Swayzee; granddaughters, Anne (Luke) Thompson and Rhiannon Mayer; grandsons, Sean Clark and Killian Clark; brother, David (late Helen) Ennis; brother-in-law, Herschel Waltz; plus, several nieces, nephews and friends.

He was preceded in death by his parents, Howard M. and Mary Edith Ennis; brother, Danny (Margaret) Ennis; and sister, Jane Waltz.

The family will receive visitors from 3:00 pm to 7:00 pm on Friday, July 26, 2024, at Needham-Storey-Wampner Funeral & Cremation Service, North Chapel 1341 N. Baldwin Ave., Marion, IN 46952.

A funeral service to celebrate Richard’s life will be held at 10:00 am on Saturday, July 27, 2024 at the funeral home with John Key officiating. A brief viewing and burial with military honors will follow at Nebo Memorial Park, 3295 Indiana-252, Martinsville, IN 46151.

Hunt retires from PFD; appointed to MCEMA Director

PERU, IN- The Peru Fire Department would like to congratulate Firefighter Herb Hunt on his retirement from PFD and recent appointment to Miami County EMA Director.

Herb Hunt joined PFD on March 2nd, 2003. During his career, he obtained many certifications and was assigned to station 2 for the last several years. Herb has a “never quit” attitude and good work ethic. When push came to shove, Herb was the one you wanted watching your back. Herb’s last shift was Friday July 19, 2024. The department would like to thank Herb for the years of service and continuing contributions to the community.
